Water Board of Education & Examiners


 

Purpose

To assist the North Carolina Water Pollution Control System Operators Certification Commission (NCWPCSOCC) and the North Carolina Water Treatment Facility Operators Certification Board (NCWTFOCB). Provide voluntary certification for Meter Technicians.

 

Organization

The NC One Water Chair shall appoint the Board members and the Chair. The Board shall consist of nine to fifteen official members with their terms such that not more than one-third of the members of the Board are replaced in one year. At least two Board members shall be from systems of less than 10,000 population. At least two Board members shall hold a valid A-Distribution certification issued by the NCWTFOCB. A quorum of official members must be present to conduct a meeting. Any person considered for service on the Board shall have achieved the highest level or grade in Distribution, Meter, or Backflow unless otherwise approved by the NCWTFOCB. The following shall be advisors (non-voting) to the Board: Chair of the NCWPCSOCC, Chair of the NCWTFOCB, and Chair of the Collection and Distribution School Committee.

Term of Service

Each Board member will serve a term of three years.  The Officers shall consist of the Chair, Vice-Chair, and Secretary. A person will not be eligible to serve as Chair until that person has served on the Board for at least one year.  Members are eligible for reappointment.

Restriction

Any person reviewing, or revising exams shall have the highest level for that exam being reviewed (Distribution, Meter, or Backflow) unless otherwise approved by the NCWTFOCB. Any person who has served on the Board shall not be allowed to take an exam for any level or grade Distribution, Meter, or Backflow without written permission from the NCWTFOCB.

Primary Activities

The Board shall be responsible for the following relating to Distribution and Collection as requested by the NCWPCSOCC and/or the NCWTFOCB:

  • Assist in the development of Distribution and Backflow/Cross Connection exam questions and review the Distribution and Backflow/Cross Connection exams & scores
  • Assist in the development of curricula
  • Provide assistance with the administration and monitoring of exams
  • Select the Raymond E. “Red” Ebert Award recipient
  • Select the Distribution Operator of the Year Award recipient

 

Primary Duties Relating to Voluntary Certification

  • Develop curricula
  • Provide availability of reference material
  • Provide guidance to instructors
  • Provide assistance to the Distribution & Collection School Committee
  • Review of each application prior to seating the applicant for exam on Meter Technician
  • Prepare exams for Meter Technician
  • Administer and monitor activities during the exam process and score the exams for Meter Technician
  • Review experience and exam scores
  • Award certificates
  • Review appeals
  • Prepare reports to the NC AWWA-WEA Board of Trustees
  • Prepare the following year’s certification program
